A three-year-old girl Ahana Afzal has diagnosed with a strange medical condition, she cries tears of blood. The Blood started bleeding from her nose 16 months ago while doctors put it down to a high fever. And now, the blood bleeds from her ears, mouth, eyes and private parts of her body. Speaking with ANI, Dr Sirisha (Pediatric Oncologist) said, Ahana might be having a rare condition called Hematidrosis in which a human sweats blood. After days of medical care and concern, the bleeding has reduced a lot. She required multiple transfusions and recurrent admissions. One's physical health is badly affected with this and she is a child. It has not permanently been cured but process is on." 

Mohammed Afzal father of the girl said, My daughter's problem started when she had a nosebleed, aged one, that time she was suffering from pneumonia. When I question doctors on her permanent cure- they don't have an answer. At present the doctors are taking help and suggestion from other hospital doctors and have been treating on my daughter. I request Central and State Government to help my daughter in this treatment.

The organ donors in Karnataka should need to give their details of their Aadhaar card when they donate their organs, as the state is attempting to smooth the organ donor registry.  Shalini Rajneesh (Health Ministry Principal Secretary), hopes that the biometric data matching could minimise waiting hours, and subsequently help to save another life. Doctors can just take the thumbprint of the dead patient and check in the online to see if he/she had pledged their organs and then go ahead with the procedure. Currently, doctors find it hard to discuss organ donation with the strip family.

The state government is hoping that they can speed up the process of cogent the family to assent to organ donation if the donor has already linked his Aadhaar details to the organ donation registry. If the donor does not inform their family that he/she has pledged the organs and doctors spend valuable time trying to convince the family that the patient has given prior consent, Rajneesh said.

Castigating the State government's avowed laxity over the victims with kidney problems in the Uddanam, Srikakulam district, Pawan Kalyan (JanaSena Party President) demanded the State Government to form a special committee on the issue and to determine the reason behind the disorder. Pawan Kalyan visited Itchapuram to a meet the victims of kidney disorders and demanded the State Government to allocate INR 100 Crores for the kidney patients of Uddanam region. Pawan Kalyan also stated that it surprises him as the ministers and public representatives from both Central and State government have not taken any step in this regarding of chronic disorders, even though thousands of those are dying every year. Pawan stated the State government has funds to conduct Pushkarams and to build a capital city. When people have are being dying for years for unknown reasons, why the government negligents towards them..? A number of children have become orphans after their parents died due to kidney disorders.


By expressing his concern over the fate of orphaned children in the region, Pawan also requested the state government to take required measures within 48 hours to secure their future. On behalf of his party, Pawan Kalyan had appointed a committee comprising of doctors, party members and few others who would give complete report on the kidney disorders in 15 days. He also said that he would hand over the report directly to Chief Minister Chandrababu Naidu, and seeking his involvement in the issue.

The Tamilnadu state is focused on the well-being its Chief Minister Jayalalithaa, the residents of Thandarai village been gripping with fever for the past 20 days. According to the sources, seven people have died so far due to this fever. Once the fever breaks out the victims suffers from vomiting and stomach pain. The village has more than 160 families, first death was reported on October 5 when a 13-year-old student started vomiting at his house after being affected by the fever. He had been taken to the Tiruvannamalai Government Hospital the next day but was declared dead upon arrival.


The doctors arouse the Health Department which opened a medical camp for the village residents. Despite of several efforts the doctors didn’t exact reason for the deaths. The sources says thet the doctors have not found anything unfamiliar in the blood samples of the deceased although a report on the groundwater is still awaited. The doctors also claim that the fever could be the result of some form of food poisoning.

AP CM Chandrababu Naidu today said AP Government would work to make the state 100% mosquito free in the next two years. It is possible, we have recently launched a war on mosquitoes. Govt will work on this daily and in next two years the state will be mosquito-free, Chandra Babu said while inaugurating the two-day conference of District Collectors. Chief Minister Pointed 'Sri Lanka' which has achieved the distinction of being a mosquito-free nation and the World Health Organisation(WHO) has also declared it. Andhra Pradesh would also reach a milestone on October 2 when all 110 municipalities and another 1,000 villages would be declared open defecation-free (ODF).

In Odisha heatwaves returned on saturday, at least 10 places recorded temperatures above 40°C. India Meteorological Department (IMD) in its recent report said that weather has been dry over Odisha. The maximum temperatures considerably rise over 'North Odisha' and no large change over rest of the state was observed. There is no rainfall in the state during last 24 hours, IMD said and today forecast rain and thunder showers. Hirakud was recorded 43.3°C which is highest in the state, Sambalpur recorded at 42.5°C, Jharsuguda 42.4°C, Bhawanipatna and Bolangir at 42.2 °C, Titlagarh  recorded 41.5°C, Talcher, Dhenkanal and Baripada at 40.4°C.

State capital Bhubaneswar recorded 37.9°C lower than yesterday 38.2°C. Humidity in the city was as high as 92 %.

Intense heat waves prevailing in the country have caused more than 160 deaths in southern and eastern parts of the country , an officials said, warning that any relief from monsoon rains was still likely weeks away. Most of the victims were laborers and farmers in the states of Andhra Pradesh, Telangana and Odisha. Temperatures in country have also hit 45°C. Schools were already closed last week in Odisha may open after April 26. Andhra Pradesh Government is giving free water and buttermilk to help people stay hydrated. And everywhere, people have been urged to stay indoors during the hottest hours of the day. Police have reported at least 45 deaths in Andhra Pradesh, 66 deaths reported in Telangana and 55 in Odisha.  Meanwhile, a 12-year-old girl in the died from the heat while fetching water on wednesday in Maharashtra. 

The heat waves in India records high temperature across the globe. Last year around 2,500 people died in scorching temperatures prior to monsoon rains in early June. But while heat waves are relatively common during summers, authorities have done little to ensure water security or prepare urban populations for the risks.

Intense heat waves prevailing in Andhra Pradesh and Telangana. The Meterological Department (MET) has issued heat wave warning for Andhra Pradesh and Telangana states over next two days. According to the Meterological Department, Hyderabad heat wave conditions are very likely to be powerful over Telangana's Hyderabad, Adilabad, Rangareddy, Medak, Karimanagar, Khammam, Nizamabad, Mahabubnagar, Nalgonda, and Warangal  districts on April-20th and 21st. In Andhra Pradesh Chittoor, Anantapur,  Kurnool and Kadapa. Adilabad and Nizamabad districts recorded at 43.3°C. Hanamkonda recorded highest temperature 42.6°C , Medak and Nalgonda recorded at 41.4°C. Hyderabad recorded at 39.2°C. In Rayalaseema, Anantapur recorded the highest temperature of 42.5°C, Kurnool recorded 42.4°C. 

The Telangana government has advised the labour and employment department to make ensure that outdoor workers are not to work between 1 p.m. and 4 p.m. Weathermen have predicted that the two telugu states may get a cessation from heat waves on arrival of monsoon. They forecasts say that maximum temperature will remain two to three degrees above normal in coming days. The indicative of thunderstorm condition clouds likely to be formed from time to time may trigger flash rains, hailstorm, providing temporary cessation from the heat.

The Government of Odisha announced on Monday for the closure of schools till 20th April due to the heat wave in state, which caused 19 deaths so far been reported. Normal life continued to remain affected in Odisha as the 40 degrees Celsius in most parts of the state. A meteorological office release here said 17 places in Odisha recorded temperatures above 40 degrees while Talcher, Chandbali and Sundargarh recorded above 43 degrees. The state capital recorded a high of 45.8 degrees, the highest for the month since 1985 when it was 45 degrees on April 23 that year. The Meteorological department said intense heat wave would continue for a week.

The unusually summer heat in Andhra Pradesh and Telangana has started by a huge toll on its residents. At least 111 people have died due to sun-stroke in the last few days as the two states are experiencing intense heat wave conditions. As many as 66 people died in Telangana and 45 succumbed in Andhra Pradesh. Most of the deaths were reported during the last one week. As per the Telangana's disaster management department, Mahabubnagar district accounted for highest number of deaths of 28, while 11 people died in Medak district. Heat wave conditions claimed seven lives in Nizamabad, five each in Khammam and Karimnagar, four each in Adilabad and Warangal and two in Nalgonda. However, no deaths have been reported from Hyderabad and Ranga Reddy district.

According to the Met department, there was appreciable rise in maximum temperatures at one or two places in Telangana on Thursday. The highest maximum temperature of 41 degree Celsius was recorded in Nalgonda, Khammam, Hanamakonda, Ramagundam and Mahabubnagar. In Andhra Pradesh, 45 people died of sunstroke during the last one week. Deputy Chief Minister N Chinna Rajappa said that 16 of the deaths were reported from Kadapa district while Prakasam accounted for 11 deaths. Four died in Anantapur, three each in Vijayanagaram, Chittoor and Kurnool, two each in Srikakulam and Krishna districts and one in West Godavari district. He said the government would extend all possible help to the families of the heat wave victims. He said hospitals across the state had been alerted to be prepared to tackle the situation. People have been advised to avoid venturing out of their houses during day times, especially between 12 noon and 3 pm.

According to the Met department, the temperature was above normal at many places over Rayalaseema and appreciably above normal at one or two places over coastal Andhra Pradesh. The highest maximum temperature of 42 degree Celsius was recorded at Anantapur and Nandyal. Disaster Management Commissioner Dhanunjaya Reddy on Thursday briefed CM Chandrababu of the situation and the steps taken to brace the heat wave. He said the district administration along with the medical and health department has undertaken a massive awareness campaign and makeshift medical camps. Oral rehydration salts and intravenous fluids have been made available at public places. Construction workers and labourers have been instructed not to work between 12 pm to 3 pm. Officials said all precautionary measures are being taken in view of the forecast that the summer will be warmer. The heat wave had claimed nearly 2,000 lives in the two states last year.

List Precautions issued by the health ministry and doctors against Zika Virus

1-Non-essential travel to the affected countries in the Latin American region and the Caribbean should be deferred/cancelled. 

2-Use mosquito repellents to protect yourself from mosquito bites. 

3-Pregnant women who have travelled to areas with Zika virus transmission should mention about their travel during ante-natal visits in order to be assessed and monitored appropriately. 

4- Pregnant women or women who are trying to become pregnant should defer/cancel their travel to the affected areas. 

5- All travellers to the affected countries/areas should strictly follow individual protective measures, especially during the day, to prevent mosquito bites (use of mosquito repellant cream, electronic mosquito repellants, use of bed nets, and dress that appropriately covers most of the body parts). 

6- Persons with co-morbid conditions (diabetes, hypertension, chronic respiratory illness, immunity disorders, etc.) should seek advice from the nearest health facility, prior to travel to an affected country. 

7- Travellers who complain of fever within two weeks of return from an affected country should report to the nearest health facility. 

8- Prevent mosquito breeding around houses.

India had Zika virus attacks as early as in the 1950s, says a BBC report, citing a study conducted by the NIV (National Institute of Virology)  in Pune. The experts team from NIV had published in a paper in 1953, after testing the exposure of Indians to 15 insect-borne diseases, one of which was by the Zika virus. Before the first official case in humans was registered in Nigeria in 1954. 

The 'significant numbers' of people were exposed to the virus as early as in the 1950s, even . Only 33 of the 196 people tested for the disease had immunity to it. The NIV had concluded in their paper that, it therefore seems certain that Zika virus attacks human beings in India. The research team was not too concerned about Zika at the time as it was considered to be a mild condition resulting in just a fever and a slight rash, with no long term implications. However, the threat from the virus has increased 'exponentially' now, enough for the who to declare it as an international public health emergency.

Global health officials say the Zika virus, linked to severe birth defects in thousands of babies in Brazil, is spreading rapidly in the Americas and could infect 3 million to 4 million people. The race is on to develop a Zika vaccine.

How do people become infected?

The virus is transmitted to people through the bite of infected female Aedes mosquitoes, the same type of mosquito that spreads dengue, chikungunya and yellow fever. The Pan American Health Organization (PAHO) said Aedes mosquitoes are found in all countries in the Americas except Canada and continental Chile, and the virus will likely reach all countries and territories of the region where Aedes mosquitoes are found.

How do you treat Zika infection?

There is no treatment or vaccine available for Zika infection. Companies and scientists are racing to develop a safe and effective vaccine for Zika, but one is not expected to be ready for months or years.

How dangerous is it?

The PAHO said there is no evidence that Zika can cause death but some cases have been reported with more serious complications in patients with pre-existing medical conditions.

The virus has been linked to microcephaly, a condition in newborns marked by abnormally small heads and brains that have not developed properly. It also has been associated with Guillain-Barre syndrome, a rare disorder in which the body's immune system attacks part of the nervous system. Scientists are studying whether there is a causal link between Zika and these two disorders.

How is Zika related to microcephaly?

Health officials have yet to establish a direct causal relationship between Zika virus infection and birth defects, but it is strongly suspected. Brazil has reported 3,700 cases of suspected microcephaly that may be linked to Zika. It is unclear whether in pregnant women the virus crosses the placenta and causes microcephaly. Research in Brazil indicates the greatest microcephaly risk appears to be associated with infection during the first trimester of pregnancy.

What are the symptoms of Zika infection?

People who get Zika virus disease typically have a mild fever, skin rash, conjunctivitis, muscle and joint pain and fatigue that can last for two to seven days. But as many as 80 percent of people infected never develop symptoms. The symptoms are similar to those of dengue or chikungunya, which are transmitted by the same type of mosquito.

How can Zika be contained?

Efforts to control the spread of the virus focus on eliminating mosquito breeding sites and taking precautions against mosquito bites such as using insect repellent and mosquito nets. US health officials have advised pregnant women to avoid travel to Latin American and Caribbean countries where they may be exposed to Zika.

How widespread is the outbreak in the Americas?

What is the history of the Zika virus?

The Zika virus is found in tropical locales with large mosquito populations. Outbreaks of Zika virus disease have been recorded in Africa, the Americas, Southern Asia and Western Pacific. The virus was first identified in Uganda in 1947 in rhesus monkeys and was first identified in people in 1952 in Uganda and Tanzania, according to the WHO.

Can Zika be transmitted through sexual contact?

One case of possible person-to-person sexual transmission has been described but the PAHO said more evidence is needed to confirm whether sexual contact is a means of Zika transmission.

The PAHO also said Zika can be transmitted through blood, but this is an infrequent transmission mechanism. There is no evidence the virus can be transmitted to babies through breast milk.

What other complications are associated with Zika?

The WHO says because no big Zika outbreaks were recorded before 2007, little is known about complications caused by infection. During an outbreak of Zika from 2013-2014 in French Polynesia, national health authorities reported an unusual increase in Guillain-Barre syndrome. Health authorities in Brazil have also reported an increase in Guillain-Barre syndrome.

Long-term health consequences of Zika infection remain unclear. Other uncertainties surround the incubation period of the virus and how Zika interacts with other viruses that are transmitted by mosquitoes such as dengue.

In an exclusive interview, mainly focussing on climate change, India’s health challenges, Microsoft co-founder and philanthropist Bill Gates spoke about introduction of newer vaccines in national programmes, investing in primary health and concerns about investing in an under-resourced health sector.The edited excerpts from the interview.

Did you speak about lack of budgets for health when you met the health minister?
That is a discussion I have, every time I come to India. I ask, “don’t you feel pressure from the voters?” My personal opinion is that the Indian health sector needs more resources. I believe it is under-funded.
After investing in HIV programme for years, how come the Foundation has been silent as the Indian national program disintegrates from drug stock-outs and budget slashes?
If they are cutting the budget, the Gates Foundation will be glad to raise our voice and say that is a mistake. I was told that the government has made a commitment to restore the HIV budget. In HIV, it is important to adhere to prescribed drugs. Drug stock-outs are a disaster for HIV- it affects other health outcomes quite a bit. There is no miracle here that the HIV budget can be cut and people can still get the treatment they deserve. That HIV budget should be preserved. If it has been cut, many, many, many people should speak out about that.
What is the thought behind the foundation supporting the Indian government to introduce the controversial Injectable contraceptives in the national programme.
This new policy is fantastic. Lot of rich women use injectables. Not in this country may be, but injectable contraceptives are not an inferior product. If you want to go for spacing, it is actually a very good product. Almost every country supports injectables, India has been quite unique in not supporting injectables. If anything, people should be worried about sterilization – which is very hard to reverse. If we really want to be sensitive, this is the country that does more sterilization than any other country. Of all the methods, that is the hardest to change your mind about.
The idea is to give women a choice. So far, other than sterilization, Intrauterine Devices (IUD) have been the main choice, but many women don’t like them. What we know from experience in other countries is that wherever women are offered lots of choices, you get more uptake. Women pick the one that works for them. Injectables fills a very important need where women don’t like the insertion and removal- it’s a jab- right now it requires a health workers to give you that. In some countries, you can just self-inject. There is a discussion about making that format sense for India.
What is your vision for India’s healthsector, ten years from now?
Today, in India, the out-of-pocket expenditures (amount spent on medical expenses that is not reimbursed by insurance) in each household is a real problem. Will insurance go up? Will the budget at the federal or state level be increased? The private sector in India has some of the best actors in the world and yet consumers don’t have a clear sense as to how they can find their way through the system. We see this best in tuberculosis- there are people who get diagnosed very quickly and then there are people who take years before they are properly diagnosed. Patients spend a lot of money before they are properly diagnosed- usually by the public sector. This is because a lot of people in the private sector conduct various tests that aren’t good for anything accept for the profit they generate for the provider. Everybody involved in this healthcare system needs to think what our vision is here. We have spoken to the health ministry about getting some people together- see where is this system going. It is not clear where the current design of health financing is taking us.
Is universalisation of health coverage on the cards?
That is just a word. At the end of the day, somebody has to make sure the system provides a certain quality of service and make sure it that is financed. There are many ways to go about that- various countries have tried different ways to evolve the healthcare system- mix of private & public, regulate to ensure equality. We want to help India have that dialogue. Today, in terms of quality and finance the system is nowhere near where we would like it to be
The Foundation loves funding big ideas and new technologies. Ten years after you started the grand challenges, few solutions have from it. Are you losing patience as research is taking more time than donors have?
Between, 1990-2015, we have been able to cut down infant mortality by half. India is on the verge of rolling out roll out the rotavirus vaccine, same for the pneumococcal vaccine- these are a result of great work by various Indian entities. These are dramatic things. Innovation is delivering some wonderful things. I am always hopeful that it will come faster. We don’t have an HIV vaccine for example but I continue to invest more than anyone else in it. We (the Foundation) are the biggest investors in Malaria, and tuberculosis. So, obviously I am very optimistic and not frustrated at all. I am hopeful they will come faster. Certainly, health products are more complex than solutions in Information Technology (IT) products. The turn around times are longer.
But there is no doubt that tealth is improving around the world, Id like to see it improve even faster.
What are the lessons to be learnt for weaker health systems from outbreaks like Ebola in West Africa?
Everyday there are more people dying than they should be. The Ebola outbreak was very scary and the foundation got very involved- in some ways the world’s response was too slow. The outbreak also showed that we haven’t thought about certain things-like testing drugs very quickly. If people offer their drugs (in such crisis situations), then do they have to think about some liability. Where do you get the medical expertise, the logistics, airplanes to go in - there are a lot of ways the world could have been better prepared for Ebola. But the end of the day, Ebola dint did not end up killing that many people. More people die of malaria in a week than those who died of Ebola crisis.
The Gates foundation has gone from HIV to Vaccines, and now taken up funding Climate Change…
The main focus of my work is on health and that’s the area in which were investing a lot of money, we have expertise, partnerships. We also do work in agriculture, in finances, but the biggest work remains health. If you want to uplift the poor then you have to ensure agriculture is not impacted, and that climate is conducive for farming. But my main focus, as you can see through our funding remains on malaria, diaorrhea, pneumonia. Climate change could interfere with uplifting the poorest so everyone should care a little bit about that too.
This week you have launched the Breakthrough Energy Coalition in Paris, spoken to world leaders about Climate change. How optimistic are you that there will be a sustainable, binding declaration out of COP21?
I’m no expert on whats going on in Paris. My whole life has been about innovation, from my work on personal computing to the IT sector, and even health and agriculture has been helped by people getting together [to innovate] and use that little miracle. In health, like inventing new vaccines, that’s innovation. In energy, I feel whats best is strong innovation and that’s why I was so excited that 20 countries including India and US and China agreed to double their energy R&D budgets. If we are going to make the cost of clean energy as inexpensive as hydrocarbons, or coal energy today, which will need innovations. That will mean you won’t have to think about this huge trade-off between “Should I be clean” or “Should I electrify”?
We do want to speak about your focus on innovation, but you mention this trade-off. That is the basis for India’s position at COP21, when it calls for ‘climate justice’, the idea that the developed world wants the developing world to cut emissions, while it is desperately trying for economic growth. Do you then support the Indian position? Can your coalition be a bridge for this?
I can’t comment on climate justice, I don’t know what the definition of that is. I think while the premium cost of clean energy is very high, you force an almost impossible trade off between two very important goals. My belief is that if you increase the R&D that will lower the price of energy. A poor person is buying fertilizer, fuel, materials. The price of energy is affecting their life in so many ways, we need to find anything that can bring the cost of that down.
The Breakthrough Energy Coalition (BEC) you have set up says: Technology will help solve our energy issues. What kind of technology and what kind of energy has the best chance in your opinion?
The beauty of the commitment at BEC is that a diverse set of things will be tried. We can try hydrocarbons and hydrocarbon sequestration, there is nuclear fusion and fission. There’s wind energy, but that’s very high up. Instead of solar energy to make electricity we want to look at making gasoline directly, so we don’t have the storage problem. So I would say we have about 15 different paths, so we should back all of them between the various countries.
But India has made it very clear. They want to increase renewable energy to 175 GW, of which atleast 100 GW will come from solar energy. Is India going down the wrong path then?
Well, wind and solar energy will be a big part of the mix, but the intermittency makes it unviable. Energy has to be reliable, and when the sun isn’t shining and the wind isn’t blowing, you still need energy. If youre running a factory 24 hours a day.
So the whole system designed in terms of storage and transmission gets quite complex. You still have other substantial sources of energy that are reliable. So wind and solar can be a part of your mix, but you cant do much with them without a storage miracle.
Many also feel that the push for technology as you have spoken off is the wrong path…that it is in conservation, emission cuts that the world has to push instead of waiting for some elusive miracle, as you term it?
I don’t think you can say to somebody who doesn’t have lights or a refrigerator that they should cut down on energy usage. We want people to have these services, basically the world will use more energy in the future. Even if the US used 1/3rd of the energy it uses today by some…’virtuous behaviour’…the increase in energy demand out of Asia will be far greater than a 2/3rds reduction by everyone in the US. So yes, we shouldn’t waste energy, but we should also be realistic. When you speak of cutting greenhouse gas emissions to zero, you cant conserve your way there, you have to have new energy innovations in order to make up for it.
I do want to ask about a term your critics use, which is philanthro-capitalism…where they say that whether it is climate change or health, your foundation funding is tied to technologies or companies that you have an interest in…how do you respond to that?
The notion that we do what we do out of self interest is….you know somebody should and see if that’s legitimate. We don’t benefit in any way from this. If you think the way to make money is to come to India and help people get healthcare (laughs) that is one strange way to make money. I find it amusing someone can say that. The healthcare system in India is under-funded , and we give money away to it, not make money. We give hundreds and hundreds of millions of dollars to help children get nutrition. We don’t get some benefit back from that.
Mark Zuckerberg says you were his hero…and looks like he is following with you his philanthropic announcement 99% of his shares…you haven’t always been complimentary about his priorities….what do you think of the announcement?
It’s fantastic! Mark is starting at a younger age than I did, he will do things smarter because he wont make the mistakes I did. He is younger than me, but we do partner on many things, his commitment is phenomenal, he is a great person.
